With the current GLUT in the electricity grid in the Island of Mindanao, Philippines talks are rife about the rehabilitation of the AGUS-PULANGI HYDRO POWER COMPLEX as a prelude to its PRIVATIZATION ! Power consumers in Mindanao should push and lobby for the creation of the Mindanao Power Corporation, otherwise we will see our electricity bills rise over the current levels in the Visayas Grid, the Visayas Grid has the highest rate, followed by Mindanao and Luzon. When the Twin Power Barges were sold to Therma Marine on the eve of the 2010 power crisis the plants were properly maintained and operated very efficiently,  but these were acquired by THERMA MARINE INC, at NEAR SCRAP VALUE, and when applied for ancillary service by NGCP, was re-appraised, and actually operated as baseload operation using ancillary service power rates. Good evening All : I write you at this late hour, the eleventh hour so to speak, because the Mindanao Grid is also at the eleventh hour. The installed capacity in Mindanao is now at 3124 MW, more or less twice the Peak Demand of the Grid,  there is a significant 828 MW of Bunker C / Diesel Plants of which almost 500 MW are operating at Baseload , which contributes to a very high generation charge between Php 4.79 to Php 5.20 per kwh. I have visions of dams causing floodings due to unabated spilling operations because the Hydro Power Plants are not dispatched by the NGCP, which is in violation to the must-run all the time principle of the economic dispatch for Power Generation.
